BIPM-OIML Joint Knowledge Transfer initiative
The BIPM and the OIML have agreed to organize a joint knowledge transfer initiative through their capacity building and knowledge programmes aimed at assisting their members in effective participation in the international measurement system.
The first outcome of this knowledge transfer initiative is a Brochure give information on the various aspects of national metrology systems, find more info in the Publications section in this document.
The second outcome of the initiative is the e-learning course “National Metrology Systems” published on the remote resources of the BIPM and the OIML. It allows those interested in the material to access the course from anywhere and at any time. This flexibility accommodates diverse learning paces, making knowledge transfer more inclusive and accessible to a broader audience.

Update zur IMEKO
Die Internationale Measurement Conference wurde 1958 mit dem Ziel des internationalen wissenschaftlichen Austauschs unter Metrologen gegründet. Die Mitglieder setzen sich mittlerweile aus 40 Ländern zusammen und untergliedern sich in 25 technische Komitees (TCs). Die Konferenzbesucher setzten sich zusammen aus Vertretern wissenschaftlicher Einrichtungen, Industrie und Metrologieinstitute. Maßgeblich für die thematische Ausgestaltung der Weltkonferenz, die alle drei Jahre von einem anderen Teilnehmerland organisiert wird, sind die TCs, wobei jedes der TCs ein eigenes Fokusthema hat. Die beiden neusten TCs beschäftigen sich beispielsweise mit Digitalisierung und Quantentechnologie. 2024 hat die IMEKO vom 26. August in Hamburg (CCH) stattgefunden. Projektpartner aus dem globalen PTB 9.3 Projekt M4DT-IC (https://www.m4dt.ptb.de/) haben teilgenommen, und auch das Projekt im Rahmen des TCs für Digitalisierung vorgestellt.

Eine kleine Zusammenfassung: Zu unserem Verständnis von Digitalität in der Metrologie gehört vorrangig eine auf metrologische Dienstleistung und Wissenschaft ausgerichtete digitale Qualitätsinfrastruktur. Um diese zu erreichen, setzen wir uns für eine hohe digitale Kompetenz der Mitarbeitenden ein, die ihre Fähigkeiten in themenorientierten, agilen und flexiblen Gruppen und Gremien einsetzen und kontinuierlich weiterentwickeln, um eine resiliente und zugleich anwenderfreundliche IT zu entwickeln.

This article provides a comprehensive overview of the legal metrology systems in the Asia-Pacific region from the author's personal viewpoint (Tsuyoshi Matsumoto, raining Coordinator of he Asia-Pacific Legal Metrology Forum - APLMF) through the APLMF, one of the Regional Legal Metrology Organization Round Table members (RLMOs) that collaborates closely with the OIML.
Brochure with six accompanying inserts, the contents of which draw upon the BIPM and OIML joint publication “National metrology systems ‑ Developing the institutional and legislative framework” (OIML D 1:2020). https://www.oiml.org/en/about/policy-and-legislation/pdf/bipm-oiml-d1-global.pdf The brochure and insert give information on the various aspects of national metrology systems. The brochure summarizes key elements that should be considered when producing policies aimed at developing national metrology systems, setting up institutions dealing with metrology, and drawing up national laws related to metrology. Written in an accessible way, the brochures are aimed at
· supporting countries and economies with emerging metrology systems in the implementation of International Document D 1,
· underpinning the 27th CGPM’s Resolution 6 “On universal adherence to the Metre Convention”, and
· underpinning Objective 5 of OIML B 15:2011 OIML Strategy on raising awareness of the contribution that a sound legal metrology infrastructure can make to a modern economy.
The BIPM has published a new version of the SI Brochure on 28 August 2024
The International System of Units (SI) is the only globally agreed system of units and the SI Brochure is the authoritative document describing the system, its operation and application. Significant improvements or technical changes result in the publication of a new version of the Brochure incorporates several improvements to the description of units for angles and of quantities with the unit one, which were prepared by a task group of the Consultative Committee for Units (CCU). This update has not resulted in any changes to the status of these quantities or their units within the SI but has provided clarification, harmonized language, improved understanding, acknowledged nuance and reflects new consensus in understanding and terminology. An important improvement has been the strengthening of the guidance that explicit units should be employed wherever possible for quantities with the unit one.Link: https://www.bipm.org/en/publications/si-brochure
